    Have any flat files?
    Want to publish the Spatial data on Web?

    Then the simple solutions is to use MapServer and OpenLayers (Advance: GeoExt-Js).

    @Chandrak, I think Intergraph is having Web Service to pull the datat from DDC using Geomedia WebMap. This service is used in the G/Technology.
